It's also amusing to which extent the lack of availability of leadership causes these premature convergence artifacts (OKRs, Gantt charts, etc.) that are often used as a replacement for the continuous dialogue which demands at least a magnitude higher availability from their side.

In ToC terms, the constraint is in the wrong place. Instead of leadership subordinating (too harsh term used in ToC 5 steps process I admit, but you get what I mean) to the process of continuous dialogue needed for achieving #1 #2 and #3 it's the other way around ("how can I best use MY time"); tail wagging the dog
